Whitelaw’s circle of evaluation

This is a model which goes beyond Kirkpatrick and provides levels of evaluation.
Whitelaw sets 4 levels of evaluation within his cycle:
1) Reaction
2) Learning
3) Behavioural
4) Organisational

and in the cycle passes through first objective setting in each level and then after the intervention four levels of Evaluation.

To me this is a much under-used model and helps the practitioner to have clarity in their evaluation work.
